Division Overview
The Housing Assistance Division of the Los Angeles County Community Development Authority (LACDA) is the second-largest Public Housing Agency in Southern California. With 300 dedicated employees, the Division receives Federal funds from HUD to provide housing subsidies, paid directly to private landlords, for over 30,000 eligible families, seniors, veterans, and persons with disabilities living in the unincorporated area of Los Angeles and 62 participating cities. The rental subsidy programs include the Housing Choice Voucher (HCV), Continuum of Care, Veterans Affairs Support Housing (VASH), Project-Based Voucher (PBV), Emergency Housing Voucher (EHV), Mainstream Family Unification, Foster Youth to Independence (FYI), Non-Elderly Disabled (NED), and Housing Opportunities for Persons with Aids (HOPWA), for the County of Los Angeles.
Essential Job Duties
The below statements are intended to describe the general nature and scope of work performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.
  • Prepares the annual Division budget in compliance with the United States Department of Housing and Urban Development program regulations.
  • Tracks all revenue and expenditures daily and prepares monthly financial reports to analyze variances and ensure appropriate pacing.
  • Prepares monthly drawdown logs, Summary Reports, and Refund Packets for grant-funded programs.
  • Completes annual Close-Out and Certification of Expenditures documents for grant-funded programs.
  • Prepares monthly overpayment and write-off reports. Analyzes financial reports and balance sheets.
  • Reviews historical data for budget forecasting.
  • Monitors contracts, multiple funding sources and receipt of grant funds.
  • Stays informed of HUD notices and regulatory issues regarding operating subsidies and complies with all the Housing Assistance Division’s program regulations.
  • General budget duties include reviewing and approving invoices, requisitions, purchase orders, budget amendments, and personnel requests.
  • Ensures all expenses are accurately coded for full budget control and transparent audits.
  • Works closely with Finance and Budget staff.
  • Performs other related work as assigned.
  • Regular attendance is required.
Qualifications

Minimum Selection Requirements:

  • Education equivalent to graduation from a four-year college or university in Business Administration, Accounting, Finance, or a related field. Must provide a copy of College or University Degree or official transcript that indicate graduation.
  • At least five years of professional experience in grant and fund accounting; hands-on relevant experience in preparing budgets, monitoring budget implementation, and conducting analytical studies.
Knowledge of:
  • Housing program policies and procedures is required.

Skill in:
  • Writing, candidates should have excellent writing skills, outstanding analytical capabilities.
  • Problem-solving and analytical skills.
  • Organizing, and planning.
  • Spreadsheet/word processing applications (MS Office Suite and Windows).

Ability to:
  • Effectively interpret, apply, and enforce program regulations; and maintain accurate records.
  • Multi-task, perform well under pressure and in a fast-paced environment.
  • Creativity, strong interpersonal and analytical skills, and flexibility are essential.
  • Convey complex ideas clearly and handle multiple priorities.
  • Work independently, and be self-motivated.
  • Independently perform special studies and other assignments involving the collection, organization, and analysis of data; plan and carry out assignments with limited supervision; perform multiple assignments while maintaining attention to detail; communicate effectively, both verbally and in writing; and develop and maintain cooperative working relationships with staff, tenants, landlords, other external agencies, and members of the public.

Salary compensation is dependent on qualifications (experience, education, knowledge, skills, and abilities). Initial salary placement is generally made between the start and mid-point of the posted range. New hires are not eligible to start at the maximum of the posted range.

Successful applicants must possess a valid California Class C Driver's License, an acceptable driving record, and must comply with the LACDA's Motor Vehicle Safety Policy during employment.
